Site Safety & Zones
Machinery, heavy vehicles, pedestrian zones, loading areas, cool room operations, and waste management. Every zone has clear boundaries. Every person on site knows where they can and cannot go.
Site Map — Zone Overview
The hub building sits at the centre. All zones radiate from it. Every driveway is circular — loop in, loop out. No reversing. No dead ends. Traffic flows one direction only.

Zone Colour Key
- GREEN — PUBLIC / PEDESTRIAN Open to visitors. No vehicles. Safe walking areas.
- ORANGE — MIXED VEHICLE Cars, scooters, tricycles. Low speed, controlled flow.
- RED — HEAVY VEHICLE / FORKLIFT Forklifts, trucks, loading. Authorised personnel only. Signage mandatory.
- PINK — STAFF ONLY Breezeway, wash-down, cool rooms service side.
- PURPLE — PRIVATE / FENCED Gated access. Loop road, milling, workshop, bulk storage, house/office.
Zone 1 — Visitor Car Park
Location: Left of hub building, front
Vehicles allowed: Scooters, cars, tricycles
Layout: Circular driveway — loop in, loop out. Tricycle drive-through zone runs through the car park for drop-off and pick-up. Dedicated scooter parking bays separated from car lanes.
Safety Controls
- Speed limit: 10 km/h within car park. Signage at entry.
- Pedestrian crossing: Marked crossing from car park to central courtyard with clear boundary bollards or raised curbing.
- Tricycle lane: Separated by painted lines or low curbing. One-way flow only.
- No reversing: Circular design eliminates the need. All bays are drive-through or angled pull-in.
- Lighting: Adequate lighting for evening visitors. Solar bollard lights along walkways.
- No heavy vehicles: Trucks and forklifts are prohibited. Deliveries use the right-side loading zone only.
Zone 2 — Central Courtyard
Location: Front of hub building, centre
Features: Sitting area, tables, fish pond, fountain, small-scale taro display pond.
Boundaries: Hard physical separation from the car park and tricycle zones to the left — bollards, raised curbing, or planter boxes. No vehicle can enter this zone at any speed.
Safety Controls
- Hard boundary: Physical barriers (not just paint) between courtyard and any vehicle zone. Bollards, concrete planters, or raised garden beds.
- Water features: Fish pond and taro pond to have low surrounding walls (min 300mm) to prevent small children falling in. Non-slip edging.
- Fountain: Electrical supply underground, RCD-protected, weatherproof junction boxes.
- Surface: Non-slip paving. Adequate drainage to prevent pooling during rain.
- Shade: Covered areas for seating to prevent heat exposure for visitors.
Zone 3 — Pedestrian Zone (Far Left)
Location: Left of car park, extending to rear
Areas: Nursery (public section), Slow Food cooking area, Playground, Petting zoo, Basketball courts.
Access: On foot only. Bicycles, scooters, motorcycles, and all vehicles prohibited.
Safety Controls
- Entry signage: Clear signs at every entry point — "Pedestrian Zone — No Vehicles, No Bikes".
- Playground: Soft-fall surface (rubber matting or deep mulch). Age-appropriate equipment. Fenced perimeter if adjacent to any vehicle area.
- Petting zoo: Hand wash stations at entry and exit. Staff supervision at all times. Animal enclosures designed to prevent bites, kicks, or crushing.
- Basketball courts: Fenced to contain balls. Non-slip surface. Adequate clearance from structures.
- Nursery boundary: Clear marking where public zone ends and staff-only zone begins. Bamboo wall (grown from septic garden drainage) serves as the natural divider.
Zone 4 — Garden Walkway & Earth Ramp
Location: Rear of car park, leading up to upper level Kambingan
Design: Earth ramp with garden walkways. Wheelchair accessible. Gentle gradient connecting lower car park level to the upper Kambingan café.
Safety Controls
- Gradient: Maximum 1:14 (compliant with accessibility standards). Resting platforms every 9 metres of ramp length.
- Handrails: Both sides, continuous, at 900mm height. Grab rails at resting platforms.
- Surface: Compacted earth or stabilised gravel with non-slip texture. Not loose gravel (wheelchair hazard).
- Edge protection: Raised kerb or low wall on the open side to prevent wheelchairs rolling off the edge.
- Lighting: Solar path lights along full length for evening access.
- Drainage: Cross-fall drainage to prevent water pooling on the ramp surface during heavy rain.
- Width: Minimum 1500mm to allow two wheelchairs or a wheelchair and a pedestrian to pass.
Zone 5 — Breezeway (Staff Only)
Location: Behind Merkado, connecting to Katayan
Purpose: Internal staff corridor between Merkado and Katayan. Walled off from public areas. Used for stock movement, cool room access, and internal operations.
Cool Room Access — Breezeway Side
The cool rooms and freezer are built as a tunnel through the hill — earth-ramped bunker with retaining walls on either side. The breezeway doors are the service end where staff pull stock for the butcher, merkado, and kitchen. The rear doors are the delivery end where forklifts load pallets in from the private zone.

Safety Controls
- Access: Staff only. No public access at any time. Walled off with lockable gates.
- Wet floor: Non-slip flooring throughout. Drainage grates along full length.
- Cool room doors: Internal release handles on all cool room and freezer doors (entrapment prevention). Alarm button inside each room.
- Temperature: Cool room: 0–4°C. Freezer: −18°C or below. Staff entering freezer must wear cold-weather PPE (gloves, jacket). Maximum 15 minutes continuous exposure without break.
- Pallet trolleys: Manual pallet jacks only on the breezeway side. No forklift inside the tunnel. Forklift operates only at the rear (delivery) end.
- Lighting: Emergency lighting in tunnel and cool rooms with battery backup. No dark zones.
Zone 6 — Wash-Down & Waste Management
Location: Left side of breezeway, outdoor area
Purpose: Cleaning and hosing down pallets, large items, kitchen equipment, butcher equipment. Major drains, fat traps, and blood traps located here.

Safety Controls
- Surface: Concrete with aggressive non-slip finish. Sloped to drains. No standing water.
- Chemical storage: Cleaning chemicals stored in a locked, ventilated cabinet. SDS sheets on the cabinet door.
- Pressure hose: Staff trained on pressure washer operation. Eye protection and gumboots mandatory during wash-down.
- Fat/blood traps: Cleaned on schedule (weekly minimum). Log maintained. Trap covers must be secured at all times — trip/fall hazard if left open.
- Underground tanks: Access hatches locked. No entry without confined space procedure. Pump-out scheduled, not ad hoc.
- Septic garden: Fenced. No public access. No edible crops planted in the drainage area. Bamboo and ornamental species only.
Zone 7 — Rear Loading Zone (Upper Kitchen)
Location: Rear of breezeway, servicing upper level kitchen
Purpose: Raising pallets of goods directly to the upper level for the Kambingan kitchen. Pallet lift, man cage, or scissor lift system — similar to in-flight catering loaders used at remote airports.
Safety Controls
- Exclusion zone: Marked perimeter around the lift area. Nobody stands under a raised load at any time.
- Lift operation: Trained and authorised operators only. Written SOP posted at the lift controls.
- Man cage: If a man cage is used, it must be rated for the load, inspected before each use, and the operator must wear a harness clipped to the cage anchor point.
- Scissor lift: Daily pre-start check (hydraulics, guardrails, controls). Annual certification by a qualified inspector.
- Load limits: Maximum load weight posted at the lift. Never exceed. Loads must be stable and secured on the platform before raising.
- Edge protection (upper level): Guardrails on the upper receiving platform. Toe boards to prevent items rolling off the edge.
- Communication: Spotter on the ground, receiver on the upper level. Clear hand signals or radio communication before any lift movement.
Zone 8 — Heavy Vehicle & Farmers Loading Zone
Location: Right side of hub building
Purpose: Farmers and bulk buyers. Cars, tricycles, trucks all accepted. Bottle-shop style drive-through — boys fetch, load, and take payment so farmers need not leave their vehicle.

All driveways are circular — loop in, loop out. No reversing. No dead ends. One-way flow keeps traffic calm and predictable.
Pedestrian Walkway (Katayan/Feeds to Loading Zone)
A dedicated pedestrian walkway runs from the right of the butcher and feeds shop into the loading zone. This is the transition point where pedestrians meet heavy vehicles.
- Signage at entry: "WARNING — Heavy vehicles and forklifts in operation. Pedestrians must use marked walkway."
- Marked path: Painted yellow walkway lines or physical barrier separating foot traffic from vehicle lanes.
- Crossing points: Designated crossing points with stop signs for vehicles. Pedestrians have right of way at crossings.
Forklift Operations
- Licensed operators only. No unlicensed persons operating forklifts at any time.
- Reversing: Flashing beacon and audible alarm when reversing. Spotter required when visibility is restricted.
- Speed: 5 km/h maximum in all loading zones. Walking pace.
- Pedestrian awareness: Forklift must stop and give way at all pedestrian crossings. Horn at blind corners.
- Exclusion zone: 3-metre exclusion zone around operating forklift. No bystanders.
- Pre-start check: Daily pre-start inspection (brakes, steering, tyres, hydraulics, lights, horn, seatbelt). Logged.
- Refuelling/charging: Designated area only. No smoking within 10 metres.
Zone 9 — Cool Rooms & Freezer (Bunker Tunnel)
Location: Rear of hub, left of house/office, built into the hill
Design: Earth-ramped bunker with retaining walls on either side. Like a train tunnel going through a mountain. Soil-covered roof provides natural insulation, reducing refrigeration costs. Forklift loads pallets at the rear (lower level). Staff pull stock via pallet trolleys through to breezeway doors (upper level).

Safety Controls
- Entrapment prevention: Every cool room and freezer door has an internal release handle and an emergency alarm button. Tested monthly.
- Freezer PPE: Insulated gloves, insulated jacket, closed-toe non-slip boots. No exposed skin below −10°C.
- Time limits: Maximum 15 minutes continuous in freezer (−18°C). Buddy system — nobody enters a freezer alone.
- Forklift in tunnel: Forklift operates at the rear entry zone only. Inside the tunnel, manual pallet jacks only. Exhaust fumes in an enclosed tunnel will kill — no combustion engines inside.
- Ventilation: Forced ventilation at the rear entry if forklift is diesel/LPG. Electric forklift preferred for this zone.
- Lighting: Emergency battery-backed lighting throughout the tunnel. No dark sections.
- Floor: Non-slip epoxy with drainage channels. Anti-fatigue matting at work stations.
- Temperature monitoring: Digital loggers in every room. Alarm if temp rises above threshold (cool room > 5°C, freezer > −15°C).
- Structural: Retaining walls engineered for soil load. Inspected annually. Any cracking reported immediately.
Zone 10 — Private Loop Road (Fenced)
Location: Rear of entire site, looping from feeds area around house/office
Route: From the rear loading zone → around house/office → feeds milling area → workshop → bulk storage → loops back to nursery.
Access: Gated entry. Staff and authorised vehicles only. Not accessible to public at any time.
Safety Controls
- Gates: Lockable. Closed when not in active use. Gate must be opened by a staff member, not left propped open.
- Speed limit: 10 km/h. Signage at each gate.
- Road surface: Compacted gravel or concrete. Maintained to prevent potholes and pooling. No loose gravel near workshop area (projectile risk from vehicles).
- Workshop zone: Separate section within the private road. Tools, welding, grinding — PPE requirements posted. Fire extinguisher at workshop entrance.
- Feeds milling: Dust hazard. Masks required. No smoking. Electrical equipment must be dust-rated. Grain dust is explosive — no ignition sources.
- Bulk storage: Racking rated for stored loads. Heavy items on lower shelves. Racking inspected quarterly.
- Nursery transition: Where the private road meets the nursery public zone, clear signage and a physical gate/barrier separate the two. Staff vehicles stop before entering the public area.

Signage Requirements
Every zone boundary requires clear, durable signage. Bilingual — Filipino and English.

New Starter Induction — Site Safety
Every new starter walks the site on day one. They do not start work until this is signed off.
